The RCS Family Linkage Program, a division of the Permanency Services Department, provides adoptive and foster placements for children within the California child dependency system. With over 20 years of experience in foster care and 5 years in adoption, we are well qualified to meet the needs of our foster and adoptive families. We currently have the capacity to serve families in Santa Clara, Santa Cruz, San Benito, Monterey, and western Merced counties.
We welcome parents who are of any gender, religious belief, ethnicity, sexual orientation, gender identity and culture to join our program. We value the diversity that is created by being open and strive to have families that reflect the diverse backgrounds of children in our care. Our families can consist of single parents, couples, spouses, or partners. We encourage all families to inquire who can meet the minimum requirements to provide care which include: pass a criminal and child abuse background check, own or rent a residence with 2 or more bedrooms, are financially stable, have time to commit to a child.
Our parents are given 18 hours of pre-certification training, frequent consultations with social workers, 24-hour telephone support, respite child care, a monthly allowance for care of the child, 12 hours of annual training, and referrals for additional support services. We have a firm belief that our parents are experts at parenting and should always be treated with the utmost respect. Family Linkage is here to support not only the child but also the adoptive or foster family, and biological family throughout the placement.
